Vládce ostrovais a managerial strategy game in which the player assumes the role of the ruler of a small island covering 2,000 square kilometers. The objective is to develop the island and ensure its prosperity and survival. The in-game economy functions with a currency called 'ral,' and the player must collect annual taxes amounting to 100 rals per citizen to provide for their needs.
The island's wealth derives from agriculture, tourism, and taxation. Half of the island is agricultural land. Players are able to sell land to foreign capital to gain additional resources, which enables investment in development. The costs of sowing land are specified for each year, and decisions must be made regarding how much land to sell and how to balance economic elements to sustain growth.
